Le Claire Woman Charged In Deadly Crash

One woman is dead and another is charged with Vehicular Homicide in connection with a deadly crash in Le Claire, Iowa.

The accident happened Monday evening on U.S. Highway 67, just south of Le Claire. Police say one driver crossed the centerline and hit a car head-on. The crash shut down the highway to traffic for several hours and authorities even stopped train traffic.

Now, police say alcohol was a factor in the crash. And, the driver who survived has a long history of drinking and driving. 44-year-old Lisa Ann Smith already has two drunk driving convictions. Just 3 weeks ago she was arrested and charged with her 3rd offense Operating While Intoxicated.

Officials say she had alcohol in her system when she crashed her Jeep Monday into a Dodge Neon driven by 39-year-old Samantha Martin. Martin was killed in the accident. Smith was injured and taken to the hospital.

This is now the 4th time, Smith has been accused of drinking and driving. She was out on bond after her arrest in September. Scott County Attorney Mike Walton says there's nothing his office could do, to keep her in jail.

"You can bond out on any requirement that bond be set. And if have means to post bond, they do that. You've got to remember the purpose of bond is to secure return to court. The purpose of bond is not punishment when you've not been convicted yet."

Smith was just indicted Tuesday on the Operating While Intoxicated arrest in September. Now, she'll be back in court to face a new charge of Vehicular Homicide.
