A Davenport officer has been cleared of all charges in the shooting death of a suspect. Officer Elizabeth Tharp shot a man who charged at her with two knives earlier this month at the "Steeplegate Inn." The Scott County Attorney and sheriff's department completed their investigation and released a timeline of what happened in the Davenport hotel.
In surveillance video released the suspect is seen taking a knife from the hotel kitchen sink. But before the suspect took the weapon from the hotel kitchen, he entered the Steeplegate inn through the front door around 5am. "He attempted to rent a room at that time and was declined," says Scott County Attorney Mike Walton.
Dekeuninck went to the atrium, and then found his way into the back kitchen area around 5:30am. "At this time the restaurant is closed, the kitchen area is dark and there are no employees present," adds Walton.
The suspect finds his way into the locker room, which is in the far left hand corner, where the employees are walking towards. Walton adds, "There he confronts Mr. Dekeuninck who's in the locker room, locker are open, stuff's been removed from the locker."
The employees then enter an office to call 911. When the hotel clerk comes out, that's when Dekeuninck starts to get defensive.
The clerk walks off and d-q-nick goes into the kitchen and that's when he find a knife. The suspect then walks into the bar, which is pitch black and goes through cabinets. That's when Officer Tharp arrives, and she starts to search for him. "As they approach the bar area, the employee opens the bar door. At that time he see Dekeuninck in the bar. He is armed with 2 large butcher knives."
The suspect charges at the employee, and "Officer Tharp issues commands for him to stop. He does not and she fired her weapon at that time."
Officer Tharp misses the suspect, but he keeps coming at her, "She fires 2 more times, striking Dekeunick in the chest and the lower right abdomen."
Authorities say Dekeunick suffered from mental illness. He recently stopped taking his medication and his condition worsened.
