Interview with Gov. Rick Perry and Gov. Bobby Jindal

Dewitt, Iowa

Joe St. George Interviewer

Q: DURING OUR INTERVIEW WITH THE CANDIDATES, WE ARE CURIOUS ABOUT MISCONCEPTIONS. SO GOVERNOR PERRY WHAT ARE SOME MISCONCEPTIONS VOTERS HAVE OF YOU?

Perry: I try to tell people I'm an outsider.  Although I've been involved in the Texas state government for some time, I've been governor of Texas for 11 years, very much an outsider of Washington DC

I've been fighting Washington, the gov. of LA, he understands the almost constant battle of Washington trying to come in and tell us how to run our states whether its on the environmental side, whether its how we educate our children transportation, infrastructure, u get all these earmarks that come out of Washington with no regard about how it impacts the state what I try to impress upon people, if you want to try to change Washington dc you can't send a wall street insider or a former Washington insider to the white house your going to have to your going to have to send an outsider and I am the epitome of an outsider

 Q: THAT'S NOT A MISCONSPECTION THOUGH?

Perry: Actually there are people who have a misconception that since I've been in govt, I've been the Governor of Texas, therefore your in govt, therefore you part of the problem- we're talking about Washington dc. Our state - LA too - is a very successful well run state, Bobby's masked a sweeping ethics reform in America, taking his state from 44 maybe even up to number one and that's the kind of leadership that I want to bring to Washington dc- make that place ethical again from the standpoint of lobbyists. Members of Congress and these sweetheart deals that they get from Wall Street that's got to stop, they've bankrupted our country with all the fraud that's gone on between Washington and Wall Street.

Q: We need to talk about the commercial that's getting a lot of play here in Iowa - the "Stronger" commercial in which you said quote "I'm not ashamed to admit that I'm a Christian but you don't need to be in a pew every Sunday to know there's something wrong in this country when gays can serve openly in the military."

Perry: And openly pray and celebrate Christmas in our schools was the rest of that

Q: WHAT'S WRONG WITH GAYS SERVING OPENLY IN THE MILITARY?

Perry: I think the don't ask don't tell policy was an appropriate policy to have in place. my issue is not about an individuals sexuality, the issue is we have two wars going on and this president, pressured by his left base, and the promise he made during the campaign that he was going to push through so that gays would openly serve in the military and I think, I'm a former veteran pilot in the united states air force and for 11 years been commander and chief of the forces in Texas, our national guard, Texas state military. I think I understand this issue very well and my command and line individuals think that was very bad policy to put in place particularly while we are in a time of combat, using our military as a political tool, bad public policy.

Q: IS BEING GAY A CHOICE OR ARE YOU BORN THAT WAY?

Perry: I'm not a scientist, but I would suggest to you a little bit of both. I know that my faith teaches that there are a host of sins as a matter of fact I sit before yah as a sinner but by the grace of God I've been forgiven of those sins. I would suggest to you I operate on the practice of loving the sinner but hating the sin.

Q: GOVERNOR JINDAL-WHY DID YOU ENDORSE MR. PERRY?

Jindal: I've been governor of his neighboring state for 4 years and if you look at the track record of success, Governor Perry has brought to the state of Texas. While under President Obama's leadership we've lost nearly two million jobs in this country-he's created a million jobs in the state of Texas. I've seen governor Perry cut taxes 65 times-14 billion dollars, I've seen him cut spending. He's been a great governor, great competitor, not only have they brought jobs and private investment I think governor Perry brings the executive experience that President Obama was lacking quite frankly when he became President. I've seen this first hand with his response to crises, different disasters, with Texas we were hit with hurricanes Gustav and Eiche in my first year as governor, you contrast that response with Governor Perry and the Obama administration response to the oil spill. When the Oil spill happened literally it felt like the federal govt. was frozen in paperwork, bureaucracy, red tape, couldn't send us the resources to fight that spill. I called Gov. Perry on the Saturday night that Gustav was coming into our state and literally the next morning, without hesitation he sent planes, not helicopters, he sent planes to help medically evacuate patients out of New Orleans when the federal government didn't send the ambulances that they had promised. Bottom line was he knows how to run a state, he knows how to make tough decisions, he has grown the economy in Texas. You have alot of candidates talking the talk about conservative principles, about cutting taxes, cutting spending, cutting regulations, Rick has actually down that in Texas, he has helped to lead the fight with other governors against Obamacare, against an EPA that's killing jobs with excessive regulations and finally he's put out detailed plans for a lower flat tax,. reforming and saving our entire entitlement programs, for making sure that we don't have this government that is 24 percent of our economy continues to grow at every corner of our lives, bottom line, ive seen him lead. It's not just a speech, I've actually seen him implement those conservatives' principles in the state of Texas.

Perry: He's a good neighbor to have, he keeps you on your toes he and I are big supporters of the 10th amendment which basically says states are going to be given the authority the power, to have regulatory, education and a host of areas that they should be the ones that are making the decisions, not one side that fits all regulation out of Washington.

Q: YOUR NEW PLEDGE INCLUDES CUTTING THE PAY OF CONGRESS AND MAKING THEM PART-TIME. WHAT GIVES YOU THE AUTHORITY AS PRESIDENT OF THE UNITED STATES TO DO THAT?

Perry: I actually don't say that, I say what we should do and what we means is a constitution amendment you have to do it constitutionally. Two things - balanced budget amendment and a part time congress.  I think that would take away Washington's complex thinking of that they know how to address every issue in this country when the fact is we got 50 laboratories of innovation out there. That should be them that makes decisions that effects their children that effects their healthcare, effects the way of environmental policy and ill promise you when bobby puts a good program in place relative to how to deliver healthcare ill cross the border in a heartbeat pick it up take it back to Texas and implement it there.

Q: WHAT ABOUT THE STAFFERS, ALL THE CASEWORK CONGRESSIONAL STAFFERS DO?

Perry: number one I think there is a whole lot of work being done in Washington dc, that is just that. just work. and if there really good at what they do im sure bobby and his agencies are always looking for really good capable individuals. I think there would be a transition from the public sector to the private sector because if you get the taxes because if you get the taxes and the regulations there's going to be an explosion of jobs across the country and my instinct is alot of those people in Washington dc are capable and smart and bright and if there good they'll be able to find a job in the private sector very easily

Q: OTHER THAN SECURE THE BORDER WHAT IS YOUR DETAILED PLAN REGARDING IMMIGRATION?

Perry: I always tell people its always interesting and its an intellectual engagement to talk about all the different ideas for immigration reform but until we get the border secured, which ive been dealing with for 11 years.

Q: BUT IF YOU SECURE THE BORDER, PUT NATIONAL GUARD THERE, AMERICA'S GOING TO WANT A DETAILED PLAN?

Perry:  and predator drones and strategic fencing and u can clearly secure the border, I would suggest to yah in a year after that we can have a very lengthy conversation. I would start with enforcing the laws that we already have on the books

Q: IOWAN FARMERS ARE DOING PRETTY WELL, WOULD YOU CUT THEIR SUBSIDIES?

Well I'm the only one on the stage that actually made a living in the agricultural community with the process in place when I was farming that allowed for subsidies to be a part of your agricultural plan

 Q: WOULD YOU CUT THEM?

Here's what I would do, I would put a safety net in place and I think that's what most of our agriculture producers want they don't want the regulations that are costing them huge amounts of money.

Q: IS THAT A YES OR A NO?

Well I don't think u can answer it yes or no because your looking for, being president of the united states, being president of the united states isn't a yes or job. It's quite complex and the issue of agriculture and I would take all the tax credits for the energy side of the world and do away with them including the oil and gas tax credits the ethanol tax credit all of those, solar for wind let the market decide who the winners and losers are going to be. but from the point of agriculture subsidies as we have them today I would suggest to you that an insurance program to make sure that if there is a major national disaster is the most important issue we've got out there. But getting rid of the regulations. I'll give you one example- john deer is going to have to put 20,000 dollars increased price tag on a new engine cause the EPA wants to limit the natural oxide levels that are coming out of those engines, that's not going to make one ioda of difference to the environment but there is some radical environmentalist that got to the epa and had them put that rule in place. the labor department tried to put a rule in place that said u have to be 18 years old before you can drive a piece of farm equipment

Now they pulled that back after people were outraged but that's how the regulations have to be pulled back farmers, which I think I know having been the agricultural commissioner for 8 years growing up on a farm and having farmed 14 years after the air force they would just assume that government get out of their hair as much as they can keep the markets open allow them to compete quit telling them how to farm and quit putting them on them

Q: OUR VIEWERS NEED TO KNOW ABOUT YOU AND MITT ROMENY, AND YOU AND NEWT GINGRICH AND THE DIFFERENCES BETWEEN YOU AND THEM?

It's pretty simple, I'm the Washington Outsider, I've been fighting Washington for the last 11 years.

Q: ROMNEY HASN'T BEEN IN WASHINGTON THOUGH?

Perry: He's a Wall Street insider, his address may not have been Wall Street but Bain capital is a Wall Street structure type of capital. so you've got newt whose been there in the mid 90's when he was the grandfather of earmarks and they both been for individual mandates. we haven't we're very clearly different on earmarks and individual mandates relative to obamacare. Mitt was basically the father of Romney care that came from newt that was picked up by Obama that became obamacare they'll have a very difficult time drawing that distinction between Obama. I won't.

 Q: THANK YOU GOVERNOR(S)

 Perry: Thank you Joe.
