Can the city of Davenport declare a property a historic landmark without the owner's permission? Davenport aldermen are debating the issue. At the center of the discussion is a home on West Sixth Street that was built in 1856 for a successful Davenport businessman.
The house has fallen into disrepair and a group of neighbors petitioned the city to see if they can save the home. The group is asking city council to declare the home a local historic landmark. The house meets the criteria of being associated with important people in local history, it's an example of a particular style of architecture and the architect is prominent. The house is also in a local and national historic neighborhood, which means any work on the home has to be approved by the Historic Preservation Commission.
However, city officials cannot get a hold of the owner. Without the owner's opinion, the city council might have to declare the designation without the owner's consent.
"We know he's received the notices, but we haven't received any communication from him either," says Matt Flynn, Davenport Senior Planning Manager.
City council will discuss declaring the home a historic landmark at their meeting Wednesday.
