A hearing board releases its report about former Rock Island County State's Attorney Jeff Terronez, recommending a two-year suspension of his law license.
Board members heard testimony back in April, when Terronez faced a two-count complaint. The first count, accusing him of delivering alcohol to someone under 21. He pleaded guilty to that in April of 2011. He also resigned his position after serving for more than a half-dozen years. The second count charged him with lying to police who were investigating his conduct. Prosecutors charged he over-reached. They said he abused his position to get close to a 16-year old victim from a case he was prosecuting, hurting not only her, but also the entire legal profession.
Terronez took the stand himself, and so did six character witnesses. One of them is a local judge, who said Terronez's rapid rise to power at a young age probably played a role in his reckless decisions. Something board members agreed with, saying in their report, his fall from his position will constantly remind him to consider the ethical implications of his actions in the future. The report goes on to say Terronez's expressions of remorse, acknowledgement of mistakes and the public humiliation he has endured, will keep him on the straight and narrow in the future.
It's why they recommend the two-year suspension, retro-active to last October, when an interim suspension was put in place. That means if this recommendation went straight to the Illinois Supreme Court, Jeff Terronez could have his law license back in a little over a year.
He is not returning our phone calls. His attorney is out of town. But lawyers with the Illinois Attorney Registration and Disciplinary Commission say they plan to appeal. Representative Jim Grogan tells us the ARDC position is that this discipline is insufficient and Terronez should be disbarred. So this fight will continue for several more months. Attorneys have 21 days to file that appeal. They will then present oral arguments to a review board. But because of scheduling, Grogan says he doesn't see that happening until sometime after the first of the year.
