The correctional facility located at 605 Main in Davenport has the potential to hold 120 inmates at one time. But, right now, only 80 work release residents live there. That's the same capacity of the old facility, which was torn down for the new one.

So, why aren't there more inmates living at 605 Main? Because there isn't enough state funding to pay for more staff.

"We really don't want to increase our capacity until we have sufficient staff to do the job we want to do with increased number of offenders," said 7th Judicial Corrections District Director, Jim Wayne.

Representatives with the Iowa Department of Corrections said the department isn't getting enough funding from the state. Money that would go toward staffing halfway houses like the one in Davenport.

There are 16 employees who work directly with the residents there. But the Iowa DOC said at least 13 more employees are needed in order for the facility to fill up. The facility is also currently understaffed, according to the Iowa DOC. And that can lead to some potentially dangerous situations.

"You have to pay attention to what you're doing," said Wayne. "The people we work with could have the potential for committing dangerous acts."

Not having enough staff also has an impact on inmate escapes in Davenport. From 2010 through June of 2012, the Iowa DOC said there were 130 escapes total.
