The Rock Island County Board of Supervisors has amended its hiring policy. The new policy requires that a department head needs permission for new hires and to fill a vacancy. The controversial move has people wondering if the new policy is even legal.
"We feel we're on safe ground legally with that and again it's not really any thing we hadn't been doing before," says Phillip Banaszek, Chairman of the Rock Island County Finance Committee.
The Rock Island County Board Finance Committee has always approved new hires. The rule was implemented in 2001 during a hiring freeze. Under the new policy whenever there is a vacancy, the money is frozen in the department's budget. The finance committee has to make a recommendation whether or not to fill a vacancy, and then the full board has to either approve or deny the request. If the board approves the hire, the money is unfrozen. However, if the board denies filling the vacancy the money is taken out of the departments' budget.
"We're there to help them set their budgets and make sure the taxpayers' money is appropriated correctly," adds Banaszek, "We understand the department head are in touch with their budgets, but it is a difficult situation."
This issue came up after the Rock Island County Sheriff requested approval to hire 2 new deputies. The finance committee tabled the request 3-times. Since the sheriff has the 2 positions in his budget, he went ahead and hired them without permission. The board approved the hires and changed the policy to require approval for all new hires and to fill vacancies.
