Illinois Governor Pat Quinn Monday set a special election to fill a vacancy in the 2nd Congressional District seat, which had been held by Congressman Jesse Jackson, Jr.  Jackson resigned, citing medical reasons, last week. A special primary will be held on February 26, 2013 to coincide with existing local primary elections. Gov. Quinn has also requested that the special election be held on the same day as the general election in April, to save taxpayer money.

The woman who ran against Jackson in the primary is the first to come forward. Former U.S. Rep. Debbie Halvorson says she's officially running to replace Jackson in Congress. She served in Congress before losing the 2010 election in what was the 11th Congressional District, before district lines were redrawn.

Halvorson also spent 12 years in the Illinois Senate where she served as Democratic majority leader.
