For three years - a plan has been in the works in Rock Island.

And on Tuesday - it will see the bright light of day. 

A proposal for the College Hill District will be displayed for the City Council and anyone else who wants to see. 

And the early idea have a lot of people excited.

The idea is to make the area around Augustana College a destination place - where people come to eat and shop. 

Studies have been done over the past three year to create a list of changes for the area.

Changes meant to get more people - and money - into the district.

"To really make an area successful -  you need to have a lot of variety but I would like to see it doubled. I'd like to see a lot more businesses," says Joy Murphy.

She is the Alderman for Rock Island's 6th Ward - where most of College Hill sits.

She is excited for a plan that calls for an influx of new businesses in the area - from clothing stores to restaurants.

One major hurdle may be tying together a spread out area.

The east and the west sides are separated by nearly a mile.

But while they can't be brought any closer - a plan is in place to make them feel like one district - not two.

"They do it through picking things like benches and planters," says Murphy. "Things that will connect it to one end to the other so you can see an identity."

A public meeting is scheduled for Tuesday night - allowing anyone to voice their opinions on what direction they feel the neighborhood should go.

But if all goes well - city leaders feel there may be a lot of people wanting to move their business to college hill.

"When businesses are looking for a place to land - they will come here and see if this is a place for them. They will want to move into the district."
