Davenport Man Accused Of Fondling Child-CHARGES DISMISSED

UPDATE 9-14-13:

Scott Co. Attorney Mike Walton tells KWQC-TV6 that during the period of "discovery", when they were doing depositions and a review of the victim's statements, they realized the alleged crime didn't fit within the allowable time. Walton says on a charge of indecent contact with a child, it needs to be reported within three years of the crime. 

UPDATE 9-10-13:

The charges against Manuel Lopez, Jr. were dismissed because "the offense or offenses underlying this action occurred outside the time allowed under Iowa code Chapter 802." We tried to reach out to Scott County Attorney for explanation but he was unavailable.

A Davenport man faces charges stemming from a 2006 incident of alleged child sexual abuse. 58-year-old Manuel Lopez, Jr. was arrested on June 12, 2013 on a charge of indecent contact with a child.

According to the police affidavit, the victim just recently came forward to report the incident that occurred on July 1, 2006. The victim was eight years old at the time.
