Veteran Muscatine Officer Charged With Sexual Assault


A former Muscatine police officer has been charged with sexual assault after an investigation into an incident that occurred while on duty. According to the Iowa Department of Public Safety, 46-year-old Thomas Tovar was arrested Thursday, July 25, 2013 on a charge of 3rd degree sexual assault.

In a news release, the department says in February, 2013, Tovar assisted with an OWI vehicle stop involving a woman. Tovar then drove the woman to her hotel room. The next morning, a complaint was filed with police after a friend found the woman lying on the bed with no clothes on and authorities began to investigate. The woman said she was so intoxicated, she remembers the OWI stop, but has little recollection of how she got back to the hotel. She did recall a male being on top of her while lying on the bed in the hotel room.

After conducting a number of interviews, and an analysis of physical evidence including DNA, Tovar was charged with the sexual assault. Tovar has since resigned from the Muscatine Police Department.

It's not the first time Tovar has faced criminal charges. In May of 1996, he was put on paid leave after being charged with domestic assault. According to KWQC-TV6 archives, his girlfriend claimed Tovar pulled her arm and she fell down a flight of stairs. The charge was later dropped at the girlfriend's request.

He had been on the Muscatine police force since 1992.
