Quinn Signs Gambling/Child Support Legislation

Governor Quinn has signed new legislation allowing casinos and race tracks to withhold gambling winnings from parents who owe back child support. 
     
Instead of going to the winner, the money will be turned over to the Illinois Department of Healthcare and Family Services and finally distributed to parents. 
     
The law takes effect immediately and is meant to chip away at Illinois' $3 billion backlog in unpaid child support.
