The squad car cameras capture the moments leading up to the shooting on October 10th as officers approached 21-year-old Ryan Franklin walking in the alley.
      
He fit the description of a person seen prowling cars and garages in the area. When he moved out of view officers are telling him to get on his knees for a pat down. At that time they see he has a gun in his waistband and call it out on the radio. After a few seconds Franklin then starts to run.
      
In the video you can just see the handle of the weapon and investigators say Franklin appears to reach for it as he moves away. They run across and that's when officer Mike Jacobsen fires three times, two of those bullets hit Franklin in the back, taking him down in a matter of seconds.
