Authorities say 41-year-old Felix M. Binnon, the owner of Forever Flo's Women's Boutique and FA Binnon Group LLC Construction was arrested at his house at 2807 6th Ave. in Rock Island.

Binnon was charged with three counts of delivery of a controlled substance.

Another arrest was made at Binnon's business, Forever Flo's Women's Boutique, where 61-year-old Katherine T. Simmans was arrested.

Simmans was charged with possession with intent to deliver a controlled substance and conspiracy to deliver a controlled substance.
