Charges have been filed against the owner of the dog that bit a boy in a Bettendorf playground.

On Friday, March 21, 2014, 46-year-old Kirk Young of Bettendorf, was charged with one count of failure to report a dog bite and one count of animal (dog) running at large, both simple misdemeanors.

Young was released and scheduled to appear in court on March 31, 2014.

Bettendorf officials say the dog, a male German Shepherd named Journey, was impounded by the Scott County Humane Society on Friday, March 14, 2014 and released back to the owner on Friday, March 21, 2014 after being quarantined for a week.

Young also had to pay a $250 impound fee.

Bettendorf officials say Young was served a "declaration of vicious animal/animal nuisance and order requiring abatement" letter on March 21, 2014, officially notifying him that his dog has been declared a vicious animal and that it has to be removed from the City of Bettendorf by March 31st, 2014.

According to the city, failure to comply with the order would result in the dog being impounded, as well as criminal and/or civil charges being filed against Young.
