Multiple Scott County Children Victims of Sexual Abuse

Two girls, four and five years old came forward saying they had been sexually assaulted by Melvin Lucier. The Scott County Sheriff's Office said victims are still coming forward. 

"The case basically got started in January of this year and it was brought to our attention primarily because we had some victims that came forward allegeding sexual abuse," said Lt. Bryce Schmidt of the Scott County Sheriff's Office Investigations Department. 

"Our investigation so far has resulted in a couple of arrests and we are expecting more arrests in the near future," said Lt. Schmidt.

Lucier lived in the Patriot Mobile Home Park on West Kimberly Road in Davenport.
But he wasn't the only sex offender that lived in this mobile home park.

"We do have other registered sex offenders that do live out in that mobile home park that, unfortunately they get dragged into it kind of one bad egg spoils all, but they are not related and we are not investigating all the registered sex offenders that live out in the trailer park," said Lt. Schmidt. 

The Patriot Mobile Home Park is one of the few places in Scott County where sex offenders can legally live, because of a state law that requires them to be at least 2,000 feet from a school or daycare. 

"Although it is well intended I think the theory behind it is to keep sex offenders from being around and residing at daycares and schools, but then when we have situations like this it puts them in concentrated, small area where obviously you still have children that are residing," said Lt. Schmidt.

Eight other registered sex offenders live in the park.

"This is the first time that I'm aware of that we've had a concentrated area, that we've had several sex offenders residing in a small area and then we have these allegations come up," said Lt. Schmidt. 

The Sheriff's Office said it's still investigating these allegations and any others that may come forward.
