UPDATE: Two men in custody on multiple charges following I-74 incident

QUAD CITIES (KWQC) - UPDATE 2/6 7:48 a.m.: Two men are in custody with multiple charges after an incident that blocked part of the I-74 Bridge on Tuesday.

Police say 34-year-old Quinton Howard, of Davenport, drove to the victim's house, exited the vehicle and threatened to shoot the victim and her boyfriend. Police say Howard approached the victim, pulled up his shirt and revealed a silver handgun in his waistband.

Officials say Howard also threatened to shoot the victim's two sons in front of her. In a police affidavit, officials say Howard was posting to Facebook live while the incident was unfolding.

After this, just before 11:30 p.m., police with Davenport were involved in a pursuit that involved two wanted people. Police say the driver, 33-year-old Paul Howard, of Davenport, was driving the vehicle. Police say Paul had a black and stainless steel Ruger SR9C pistol that had a loaded magazine in it.

The pursuit ended when the vehicle wrecked, flipped and came to rest on the driver's side. Police say Paul Howard is prohibited from having a gun due to several felony convictions.

Police say Quinton Howard was a passenger in the vehicle during the pursuit. Police say Quinton Howard has pending charges for 1st-Degree Harassment and Intimidation with a Dangerous Weapon in reference to him threatening to shoot several people in a 24-hour period.

Police did locate a loaded Springfield semi-automatic handgun near an intersection. An occupant of the vehicle told police they saw Quinton Howard with a handgun while inside the vehicle.

Police say Quinton Howard had previous felony convictions which include Substance Violation and Intimidation with a Dangerous Weapon.

Quinton is being charged with Felon in Possession of a Firearm and Intimidation With a Dangerous Weapon, both felonies. He is also charged with 1st-Degree Harassment. He is in custody with no bond.

Paul Howard is being charged with two counts of Driving Under Suspension, Driving While Barred, No Insurance, Reckless Driving and Probation Violation, all misdemeanors. He is also charged with a felony count of Probation Violation, Eluding, Felon in Possession of a Firearm, Trafficking Stolen Weapons, all felonies.

UPDATE 3:22 p.m.: The Davenport Police department says they attempted to stop a van in the area of Spruce Hills Drive and Utica Ridge Rd. Officials say there were occupants in the vehicle who were wanted on gun charges.

Officials say the van fled from the marked squad car and a vehicle pursuit started. The vehicle pursuit ended at the Grant Street ramp to the I-74 bridge when a Davenport officer used Pursuit Intervention Techniques to stop the van. Police say three occupants of the van were transported to the hospital for treatment of minor injuries.

Officials say traffic was rerouted for approximately 45 minutes while the scene was being looked at.

Police say two handguns have been recovered.

Officials tell TV6, "One subject, Quinton Howard, age 34 of Davenport, has been released from the hospital and charged with Felon in
Possession of Firearm, Harassment First Degree, and Intimidation with a Weapon. The other two occupants are still at the hospital and additional charges are pending."

Davenport Police say, during the pursuit an uninvolved vehicle was hit by the van at the intersection of Middle Road and 23rd Street. There was minor damage to the car but no injuries have been reported at this time.

Davenport Police vehicles were damaged during the incident.

This is an ongoing investigation.

UPDATE 12:15 p.m.: The Bettendorf Police Department has posted an update saying the I-74 Bridge Illinois-bound traffic has resumed following this afternoon's crash.

UPDATE 12:04 p.m.: Police officials tell TV6 this was a gun-related incident that resulted in a chase and then a crash on the I-74 Bridge.

At this time injuries are unknown. Police will be releasing more information shortly.

KWQC's Rebecca David is on the scene and captured a photo of a police squad car on a towtruck. We do not know if any officer, pedestrian or the driver of the vehicle involved is injured.

TV6 will update this as more information becomes available.

As of 12:02 p.m., the IDOT's website is reporting a 4-minute delay still with a detour still in place.

UPDATE 11:50 a.m.: A detour is now in place following a crash on the I-74 Bridge.

UPDATE 11:40 a.m.: IDOT's website has updated saying the road is blocked between Exit 4: US 67; Grant Street and State Street and the Mississippi River Bridge (Bettendorf).

The road is blocked due to a crash.

ORIGINAL: I-74 is backed up currently due to a crash. Iowa Department of Transportation's website is showing a back up heading into Illinois.

On the IDOT's website, it is showing an accident that has the bridge blocked off at the Last Iowa Exit.
