Vibrant Arena Executive Director fired after 3rd OWI

MOLINE, Ill. (KWQC) - Vibrant Arena’s Executive Director was fired earlier this month, after being charged with his third OWI.

In a letter to Executive Director Scott Mullen, the Illinois Quad City Civic Center Authority said he was being terminated for breaking his employment agreement by not fully reporting to the board all his charges for operating while under the influence. All of which, officials said, happened in a company car.

May 2025, Clayton County, Iowa:
  • Operating while under the influence, 2nd offense
  • Public Intoxication

He has a pretrial conference scheduled for 9:30 a.m. on Sept. 12.

February 2024, Dubuque County, Iowa:
  • Operating while under the influence, 2nd offense
  • Possession of Cannabidiol, 1st offense

Mullen pleaded guilty to both charges in May 2024, according to court documents.

March 2020, Scott County, Iowa:
  • Operating while under the influence, 1st offense

Mullen pleaded guilty to the charge in November 2020, according to court documents.

In a letter obtained by KWQC, Mullen asked the authority to reconsider his termination.

“Termination at this point would not only end a career I’ve spent more than 20 years building with this venue, but would also have a profound impact on my personal life,” Mullen wrote.

In a letter to Arena staff, the Illinois Quad City Civic Center Authority said Mullen was no longer employed as of July 17.
